Costa Rica reaches 100% mobile phone penetration |

Mobile telephony penetration has reached 101.11 percent of the population at end-2011. Costa Rica currently has 4.3 million inhabitants and 4.4 million active mobile lines, EFE reports, citing data from the Ministry of the Ministry of Environment, Energy and Telecommunications (Minaet), provided by Costa Rica president Laura Chinchilla.
Former market monopoly, state-owned operator Instituto Costarricense de Electricidad (ICE), via its Kolbi mobile unit, serves around 4 million customers, plus an additional 100,000 through its partner MVNO Tuyo Movil.
Claro has 154,000 mobile customers, followed closely by Movistar with 150,000 mobile subscribers.

Spain's Telefónica has filed a complaint with Costa Rican telecoms watchdog Sutel, accusing state telecoms operator ICE of anticompetitive practices in promotions for its prepaid services, known as Kölbi, local newspapers reported.

The state telecom, the Instituto Costarricense de Electricidad (ICE), announced an amnesty for all late payments, saying it will not charge interest on all overdue payments on telephone services, both for cellular and fixed line.
