Movistar denounces ICE for anticompetitive practices

Telefónica, which operates under the Movistar brand, started operating in Costa Rica in November, along with Claro, of América Móvil effectively ending ICE's monopoly of the local mobile market.
Movistar has reportedly called into question two of ICE's prepaid promotions - Chip extreme and Chip SMS extreme - which offer bonus minutes for signing up and for topping up whenever calls and texts are sent on net or outside the country. The promotion is valid for six months.
Movistar alleges that under the promotion, the price per minute is below the wholesale cost price - or cost of terminating a call on ICE's network - which hinders the company from competing.
